■豆腐與魚丸類的小販，高興有了固定檔口及乾淨新環境。

（檳城17日訊）非為大選才來鋪路，阿依淡州議員黃漢偉表示，只要居民反映道路有破洞，將會協助修補。
他指出，很多人都認為只有大選來臨時，政府才會鋪路，不過他常年都在處理這工作。
他舉例，從阿依淡警察局、巴剎至大伯公三角環路，在他通知工程局後，已經在去年獲得修補。
黃漢偉週五巡視剛鋪好通往甘榜比桑的道路，他說，他動用了1萬5000令吉鋪好這條長達150公尺的出入口要道。
他近期將批准撥款1萬2000令吉，以修補殘舊不堪的安樂村道路。

阿依淡巴剎次期工程完工

另一方面，黃漢偉也視察阿依淡巴剎提升工程的進度，他表示，涉及18個豆腐與魚丸類檔口的第二期工程已經完工。
他指出，這些檔口有各自的水龍頭、牆磚及統一的固定檔口。
他感謝小販在施工期間與承包商合作，能夠與其他販商共享空間，把影響降至最低。他說，巴剎內被拆除的廁所，將以檳島市政局的流動廁所暫代，新建的廁所也近完工。
耗費87萬令吉的提升工程分4階段進行，預計全部工程需至年杪才完成。黃漢偉也趁機向魚販瞭解，獲知貿消局官員曾來突擊，不過發現阿依淡巴剎的魚蝦價格沒有上漲。
他認為，貿消部在根源上處理不好罷海事件，卻以反暴利及價格控制法令來騷擾巴剎魚販，本末倒置的舉措很不應該

2道路擴建 亞依淡有望擺脫塞車

　（檳城1日訊）亞依淡區長期以來面對交通擁擠問題，有望在進行兩項道路擴建工程后，獲得舒緩。

　為舒緩交通，天德園大道雙車道將擴建至3車道；峇都蘭章巷也會加寬5至8尺。

　亞依淡區州議員黃漢偉說，天德園大道約800公尺長路段將擴建成3車道。

　他今早巡視天德園大道及峇都蘭章巷擴建工程時，這麼說。

　他指出，這項擴建工程是由四季豪園公寓及四季新天地商場的發展商佳景集團負責，該公寓及商場就坐落于天德園大道旁。

　佳景集團工程總經理林明豪說，公寓有800個單位，公寓及商場將在年尾落成，屆時該處車流量會增加，因此必須擴建道路應付車流。

修改圖測避開墳墓

　“擴建工程是州政府當時允許發展商，興建公寓及商場的條件。”

　另一方面，黃漢偉說，原本擴建圖測波及路旁的墳墓，不過在修改圖測后已避開墳墓。

　他說，峇都蘭章巷在繁忙時段交通流量高，附近4所學校上下學時都會導致交通阻塞。

　他說，該道路擴建后，從州回教堂路路徑峇都蘭章巷，左轉駛入天德園大道的車輛不必停車，有足夠空間可以直接左轉。

　檳島市政局工程師拉詹德蘭說，該擴建工程由市局負責，耗資30萬令吉，預計在8月完成，擴建路段共150公尺。

　他也說，工程會保留路旁的人行道，方便行人使用。

TWO major trunk roads will now be upgraded at a cost of RM300,000 by the Penang Municipal Council (MPPP) to make it easier for residents in Air Itam to commute in and out of the locality.

The roads are Lorong Batu Lanchang and Lebuhraya Thean Teik, two major roads which link one of the island’s most densely populated centres to the rest of Penang.

According to the MPPP senior traffic engineer A. Rajendran, a routine five-minute journey from the Batu Gantong crematorium to Air Itam would take up to 45 minutes during rush hours because the two roads are simply too congested.

The main problem for Air Itam is that the roads leading to the township are narrow and bogged down by an increasing load of vehicles, he said.

It is made worse by the presence of several acclaimed schools on the same roads.

Both Lorong Batu Lanchang and Lebuhraya Thean Teik are two-lane roads with 2.9m in width for each lane, 0.35m less than its standard size.

Lorong Batu Lanchang will be widened and a triangle island will be built at the T-junction in front of SM Teknik Batu Lanchang while walkways will also be built to ensure the safety of pedestrians who are mostly students.

Rajendran said the upgrading was based on a MPPP study of the roads two years ago.

State Town and Country Planning, Housing and Arts Committee chairman Wong Hon Wai, who has been caught in the congestion many a time when he commuted to work, said the state government would try to ease the bottleneck there, assuring that the solution was aimed at helping the residents.

The upgrading and widening of the roads will cost RM300,000 and estimated to finish by August, Rejendran said.

Belleview Group general manager Lim Beng Hoe, who was also present, said his company, now developing the Old Season housing project at the Lebuhraya Thean Teik, would also widen the road.

THE Penang Government has repossessed 154 flat units in eight public housing projects since last year after their tenants breached the tenancy’s terms and conditions.

They included six units at the Taman Manggis project on Lorong Selamat which were repossessed yesterday because their tenants owed rental arrears of between RM1,240 and RM3,968.

State Town and Country Planning, Housing and Arts Committee chairman Wong Hon Wai warned that the state would continue to repossess units occupied by errant tenants.

He said the state housing department was monitoring the pro- jects vigilantly to check if tenants breached the tenancy agreement.

“Efforts are ongoing but we haven’t been highlighting them in the media. Now we want the tenants to know that we are se- rious and will repossess the units if they leave them unoccupied, sublet them or use them as storerooms.

“These flats are for the underprivileged earning RM1,500 and below monthly. We want to make sure that only those eligible get to rent them,” Wong said.

He said these public housing projects were also meant to house squatters affected by the state government’s relocation programme.

He said officers from the state housing department and welfare department were in the process of interviewing tenants for the repossessed lots.

“We have to evaluate the condition of the repossessed units and do the necessary repairs before renting them out again,” Wong told reporters during the operation to repossess the units at Taman Manggis.

The monthly rental for the Taman Manggis flats is RM124.

黃漢偉：未繳租金或空置單位‧組屋租戶違例破門取締

（檳城）檳州房屋、城市及鄉村規劃委員會主席黃漢偉說，州政府將採取強硬的破門行動，對付未按期繳交租金及空置已久的政府組屋租戶，以示對其他租戶的公平。

被拖欠1700萬租金

他說，檳州政府在州內共建8個出租的組屋區，每單位出租100至124令吉，至今被租戶拖欠累積數額高1千700萬令吉，甚至一些拖欠多年租金的租戶已搬出，使有關單位空置已久，而須重新整頓，讓其他符合資格的居民居住。

黃漢偉昨日（5月31日）率領執行官員，赴平安巷政府組屋對6戶多年未交租金及空置的租戶採取破門的強硬行動後，在新聞發佈會發表上述談話。

違例租戶漠視通知書

他說，據統計，去年至今年5月間，政府當局發現124間的政府組屋單位，未交租金及空置已久，去年為92間，而且，政府當局也發出有關的通知書，但是卻未獲租戶的反應，而迫使政府當局採取強硬的行動。

他指出，其中平安巷政府組屋有320間的單位，共有6間類似的單位，多年未交租金，拖欠租金從1千240令吉至3千968令吉且空置著。

他說，執政官員採取強硬的破門行動，發現其中5單位的租戶已經搬遷，只有1單位尚有居民。他表示，州政府將收回上述未交租金及空置的組屋，以便重新裝修後出租給符合資格的租戶。

檳政府4管齊下 要做到居者有其屋目標


（檳城30日訊）為顧及中低下層市民對房屋的需求，中央及州政府“各施其法”以滿足人們的需求。除中央政府表示將在檳州建設10萬到20萬令吉中廉價房屋外，檳州政府也將4管齊下，希望做到居者有其屋目標。

副首相丹斯里慕尤丁日前宣佈，中央政府將在7月推出“可負擔房屋計劃”（Skim Rumah Mampu Milik），興建價格介於10萬至15萬令吉的公寓，惠及中低下收入的人民，如果檳州擁有這需要，這項計劃也會開到檳州。

檳房屋供應及需求已平衡

針對中央政府有意在檳州物地點推行上述計劃一事，檳州房屋、城市及鄉村規劃委員會主席黃漢偉表示，據2010年財政部的產業報告，檳州的房屋供應及需求已處於平衡階段。
他透露，據知，目前檳州有160萬人口，全檳共有逾30萬間房屋，包括排屋、公寓及組屋單位，以比率計算，平均每間房子將住有4至5人，這已達至健康的比率，然而當局接獲投訴，一些地區仍面對房屋供應不足的問題。

他相信，副首相所指的適當的地點，即是一些就業機會高、交通方便，但又未有足夠房屋供民租購的地點。

“其實，針對這事情，檳州政府早在2年前已在威北、威中及檳島西南區鑒定了4個地點，並在第十大馬計劃中向中央政府申請撥款，興建人民或廉價組屋，然而有關申請至今尚未有答覆。”

他表示，無論如何，為了擴大民眾的利益，州政府不會放棄落實有關計劃。
“我們將在7月成立房屋局後，重新探討有關事宜，即使不獲中央政府的協助，我們也會想辦法解決房屋供不應求的回題。”

他說，由於到檳投資的商家不斷增加，州內的就業機會就隨即提高，為應付州民及外州人士的房屋需求，政府有必要付出更大的努力。

“據估計，州政府平均每年須興建1萬至2萬間的房屋，這也是為何，州政府會在興建房屋政策上，規定發展商在任何房屋發展計劃中，必須興建30%的中廉價屋。”

甘嬤園最後一戶願遷走 發展商允挪地置神像

■甘嬤園受影響的居民安納登及家人感謝拉瑪沙米（右二）與黃漢偉（左一）的協助，讓他們擁有足夠的時間搬遷。

（檳城26日訊）在檳州政府多番介入下，甘嬤園土地地段Lot 54，受房屋發展計劃影響而遭受逼遷的最後一戶印裔家庭，獲得圓滿解決方案，即接受州政府的安排暫時遷至打鎗埔組屋。至於設立在該地段的印度神龕，發展商允諾在原地挪出一個地方，以2個貨櫃安置神龕內的神像，作為當地居民臨時膜拜地點。
週二（26日）是甘嬤園墓地及當地居民搬遷的最後期限，基於有關地段於1998年3月17日被批准轉換用途，涉及地段面積為4萬1353平方公尺，根據庭令，所有在該地段的墓地及居民，必須在4月26日最後期限日搬遷。
檳州第二副首席部長拉瑪沙米週二召開記者會時說，有關發展地段除了涉及甘氏家族公冢風波，當地也住有數十戶的居民受到影響，同時也有一間神龕面臨逼搬遷問題。
他說，在州政府的斡旋下，分別在今年1月及3月為其中兩戶印裔家庭解決遭受逼遷問題，除了說服發展商給予當地居民1個月的搬遷寬限期，也安排地點安置他們。
他指出，最後一戶受影響的印裔家庭在甘嬤園已居住34年，他們是於本月8日收到庭令，必須在同月26日搬遷，由於搬遷的時間倉促，這戶印裔家庭向州政府求助。
“在州政府的協助下，這戶家庭除了可獲得發展商的搬遷費用，也擁有1個月的搬遷寬限期，並在有關房屋發展計劃建竣後，可優先購買中廉價屋的一個單位。”
他說，發展商也允諾會以2個貨櫃安置當地神龕內的神像，供信徒膜拜，並在屋業發展計劃竣工後，額外撥出1500平方尺的地段，作為神龕的建設地。

土地轉換用途 頻發生逼遷事件

掌管檳州房屋、城市及鄉村規劃委員會主席的黃漢偉說，州內目前還擁有多宗涉及土地轉換用途後，發生居民被逼遷的問題，州政府在過去3年來，已為不少受影響的居民解決搬遷問題。
他說，許多時候，州政府必須有智慧地解決這些問題，尤其是涉及發展商與居民在土地擁有權的問題。
阿依淡甘嬤園姓甘塚及鄰近一帶的土地，將展開一項3億令吉的房屋發展計劃，建築超過600個房屋單位，包括299個單位第中價屋、234個中廉價屋單位及91間排屋。

‘Cultural heritage matters too’

WHILE preserving historical buildings in George Town is important, equal efforts should also be made to preserve the city’s cultural and living heritage, said Penang Town and Country Planning, Housing and Arts Committee chairman Wong Hon Wai.

He said there was still much to be done to preserve the cultural identity and collective memories of the city’s inhabitants.

“George Town now comprises over 4,000 buildings spread over different enclaves, imbued with an intrinsic multi-racial heritage with tangible and intangible values.

“The city has developed over 200 years and benefitted much from cultural exchanges between the East and West,” Wong said at the Progressing with Heritage 2011 forum and workshop held at Bayview Hotel Georgetown recently.

With most of the younger generation today living outside the city, he said it was quite a challenge to instill in them an appreciation for their heritage and history.

He said the Unesco World Heritage Site listing would not mean much if the local community could not connect nor understand its significance.

（檳城28日訊）為全面提升檳民古蹟醒覺意識、各階層共同維謢古蹟，檳世遺辦公室舉辦為期3天的“陪古蹟前進”講座與工作營，以書面知識分享與實際個案雙管齊下，進行古蹟區保護醒覺探討。

檳藝術委員會主席黃漢偉表示，喬治市入遺後古蹟建築在檳城的未來扮演重要角色。檳城有必要全城動起來，從州政府到民間，各自扮演各人角色，從學習古蹟區管理到全民保護，共同進行古蹟維護工作。

他週六在喬治市海灣酒店為“陪古蹟前進”講座與工作營主持開幕時指出，古蹟保護有必要系統化進行，州政府為良好管理古蹟區，已於月前通過“2011年檳州遺產法案”委任檳州遺產專員和成立檳州保護古蹟委員會，立法保護古蹟區。

黃漢偉盼全城動起來

他說，檳保護古蹟委員會概念源自房屋委員會。州政府原擬成立檳古蹟委員會（Lembaga warisan），但礙於檳古蹟委員會一旦以完全政府機構形態成立，將在處事程序上令保護工作備受官僚系統阻礙，無法更靈活迅速處理，所以委任專員更為適宜。

“另外，屋租統制法令廢除後，市區人口外移到新興衛星市如峇央峇魯等。許多年輕一代均在市區外成長，遠離市區不了解古蹟和文化的重要性與價值。”

他強調，學校正規歷史教育，時常有意無意忽略或刪除本土歷史。本地非政府組織、民間學者或歷史學家應加入研究，以填補這塊空洞，也帶領年輕一代重新認識老祖宗集體創造的民間文化與智慧，成為真正的集體回憶。

“除了保護古蹟，州政府也銳意發展博物館，讓它在文化傳承上扮演更重要角色。其實，更多學校應定期讓學生到博物館參觀，掌握本土文化精髓。”

為期3天的講座與工作營請來3名澳洲古蹟工作者演講。工作營以老屋業主、繪測師、律師、旅遊業者和其他檳民為目標群眾，除聆聽講座外也針對個別保護個案進行腦力激蕩和討論，分享國內外古蹟保護知識。

工作營可將帶領營員到古蹟區，進行如仁愛堂的流失等真實個案探討。

HERITAGE now plays an important role in developing Penang’s economy, culture and arts following the state’s listing as a World Heritage Site by Unesco.

It is now timely for Penang to accelerate its learning curve in the field of heritage management and to equip people with the awareness about conservation and sustainable development of its heritage resources, said the George Town World Heritage Incorporated (GTWHI) research officer Muhammad Hijas Sahari.

In a statement, Hijas said GTWHI would be organising their fourth public forum and workshop entitled ‘Progressing With Heritage 2011’ at the Bayview Hotel from tomorrow until Monday.

Held in cooperation with AusHeritage and Penang Heritage Trust, the event will feature lectures by eight heritage experts from Australia who will be brought in as resource persons for the forums and the workshops.

Some of the speakers are Barrie Cooper who initially set up a company which carried out restoration plaster-work on heritage buildings in Australia, Dr. Donald Ellsmore who is currently involved in heritage conservation project in New South Wales, Victoria and Tasmania and AusHeritage Ltd deputy chair Ian Cook.

The forum and the workshop aim to raise the level of interest and awareness in conservation and at the same time develop realistic frameworks and the way forward for the George Town World Heritage Site.

（檳城26日訊）合您廣場《法國電影節》本月26日正式開跑，浪漫喜劇《戀愛救火隊》（Heartbreaker）打頭陣，誓要用慵懶浪漫的法國情懷擄走檳民心。

第十屆法國電影節於5月12日至5月22日在吉隆坡掀開序幕，並於5月26日至5月31日移師檳城舉行。以6部風格各異的法國影片，展示法國文化與風采，緊密大馬與法國文化交流。
法國駐馬大使馬克巴蕾蒂為電影節主持開幕時表示，法國節過去10年已在大馬生根，每年均以不同文化活動舉行，向大馬人推介法國文化。法國電影節更是重頭活動之一，以電影無遠弗屆影響力，宣揚法國文化魅力。
